either that the party in power, if it is to maintain itself there, will have in some way to control the Kuomintang, as Chiang Kai-shek has done.

To sum up. The present movement against Nanking is being conducted by a number of ill- coordinated groups which are prevented by mutual suspicion from combining effectually. They are held together mainly through the universal fear and distrust of Chiang Kai-shek, and partly by an agreement to acknowledge Wong Tsing-wai as their political leader and candidate for the highest position in China.

The overthrow of Chiang would dissolve one bond between his enemies and nofone believes in the ability of Wong to control his present supporters, should they make him Chairman of the National Government. There is no salvation for China in the overthrow of Chiang Kai-shek. He is,however, one of the most hated men in China; and, if he remains titular head of the so called Central Government, revolt after revolt against him is likely to take place. But so long as he can play off one of his rivals against another, and so long as he commands the principal sources of revenue and controls the chief seaports through which arms and equipment can be imported, it is not impossible that he may contrive to maintain himself as some sort of dictator.
